Do you know the purpose of that piece of paper underneath every pau? The use of a small square of parchment paper under each pau is to prevent the pau from sticking and leaving behind food residue on the steamer. In short, it is to keep the Pau's integrity and nice look!
The common types of paper used are Dim Sum Paper, Wax or Parchment Paper, Perforated Steamer Pads, Baking Paper and Cup Cake Paper. Some papers have holes to aid steaming that allows steam circulation. Alternatively, if you don't have any of the papers mentioned above, you can cut squares from coffee filters.
These types of paper should have the attributes of greaseproof, non-absorbent and non-stick. Try making your own hand-made steamed Pau at home. There are tons of recipes online. Happy steaming! :)
